Deep closet shelves and alcoves can be used to place 'backstock' behind bins, baskets, and drawer units placed to the front of the closet/alcove opening.
To keep things in place, adhere or tack a thin strip of wood directly behind the forward-placed bins, baskets, and drawer units. The bins, etc will be halted from sliding or getting pushed back out of place, keeping things neat and will maintain the storage volume behind the forward-placed items.

There are Korean moms (like sisletter) who make videos on this. A popular solution for the towels would be suspension rods to stack the towels. You could use Ikea’s VARIERA shelf insert to create double the space to store items. And of course, VARIERA bins are very helpful too

I have used deep stackable plastic drawers too for these types of spaces. I use the MUJI drawers - just keep in mind they're not divided drawers. Just an option.

Wouldn't the drawer units fall forward when the drawers are opened? Is there a way to secure the drawer units to the closet shelves?

Own less, folks.
You don’t need to go spending money on plastic drawers to organise your space more effectively. Owning less is going to be the single best thing you can do to effectively manage your belongings. And buying less is going to do wonders for your wallet, and for the planet.
Plastic drawers like these encourage people to buy more stuff, hold on to more stuff, look out for more stuff they can fill the drawers with - you don’t need them.
