I’ve had several good experiences with VRBO rentals and no disasters, but I understand the issue. I’ve only ever rented from well established people with regular and recent reviews and super high reviews only though.

Ugh something like this really frustrates me. You're absolutely right in that they've clearly set their users up to potential fraud. No doubt you two did your due diligence to the point where you were able to (apparently) get and executive escalation. Their response tells me that they're well aware of the problem. I wish I saw this earlier, just dealt with this for 7 hours. I did get my cancellation pending in my account and in writing before I got off the phone though. So hoping this is the last I have to deal with them.

IF you reside in the USA, have you considered contacting the US Federal Trade Commission? They can, and might intervene in your behalf.

By the way, the listing I informed them I will be following up on the listing and if not fixed will be reporting to Attorney Generals office. Again, such bad experience! If you use VRBO have a lawyer on speed dial first.
