How to remove this Scanning and repairing Drive (C:) : 4% completed from windows 10 start up screen

The command chkntfs /x c: only gives the type of file system. Does nothing more and does not fix the issue. False information video.

My computer went thru the stages of Fixing Drive C and when it went to restart it did not restart correctly, now all I have is a blank blue screen when I turn the computer on. Is it dead. I can't even get to any controls to try to fix it???

I can't do these commands because every time I try to get into my computer it will get stuck at scanning and repairing and never boot. there is no way for me to get into my computer.

You can't get to the desktop man, it pops up during the booting up phase.

At the first it showed blue screen sayed "Your Pc Ran into Problem..." 2 times and let the pc Repairing & diagnoising my pc... and now does my pc return to normal? my pc has shown the desktop as usual

When I turn the computer on I expect it to be waiting for me to sign in not checking drive, it don't get stuck like other people but it take quite some time and it's annoying as hell it happens to me almost all the time
