Obviously, this is a cement border molding, but for what purpose isn't clear yet!
This is just floated base coat cement that may still be painted, or a colored finish coat applied?

Generally the secondary end patch will dry mottled, or to a different color

It's neat work... but for what purpose? Are you going to sculpt the whole facade with cement? Fun time waste and gonna age terribly.
