Paul-Michel Doria Foucault, was born 15 October 1926 and died 25 June 1984. He was a French philosopher, historian of ideas, writer, political activist, and literary critic.

Foucault is not saying "behaviour" in any of the times "behaviour" was used in the subtitles. The term he uses is "conduct". This differentiation is rather important for any psychologists that may bump into this video, as "behaviour" means a very specific thing, especially in the Anglophonic theories of behaviourism. I hope this helps someone that is trying to be precise but does not understand French.

Je ne sais pas trop quel déduction ressortir de cet extrait... que le pouvoir c’est la capacité à forcer les autres à agir selon notre volonté plutôt que la leur? Ce n’est pas une grande découverte et le reste me semble assez abscons. Bref il ne dit pas grand chose sur “le pouvoir” dans cet extrait.
