I think those loops on top are for running paracord through and wearing it around your neck. I use the hazard 4 neck Id pouch for work. Forgot the name but it's the one with all the credit card slots and velcro on the other side

I got the TC-2 Pouch for my iPhone 6 (with the Otterbox Defender case) to attach to my Jumbo Versipack. Needless to say, I haven't used it to its fullest potential! I use Blackhawk SpeedClips to attach it to my Jumbo, and have used the belt loop during times it would be impractical to bring my whole setup. The MOLLE loops on the sides are really useful for flashlights or multi-tool pouches! I've used it with a shoulder strap this afternoon, and with the added pouches (and perhaps something on the back) the extra weight warrants its use. I mean, for more than $20, why not use it to its fullest potential?

Dummy loops are not for shoulder strap it is for a neck lanyard to wear an I.D. badge.
