Japan - people don't smoke everywhere
Poland - people don't drink everywhere

Well, according to Polish law You can't smoke in public places so no, You can't just randomly start smoking in public. On the other hand this law isn't forced onto people (but it should) so people don't give a f...k about randomly smoking in public.

One time on a tram stop (im Polish) a lady was smoking cigs, we cant smoke in public places but people do this-
Unfortunately for this woman there was police on the near gas station and they saw her so they gave her mandate
