One of the reasons this keeps happening is because they know nothing is going to happen to them. They get out of jail the next day, they may have to pay a fine, there is no serious consequences. Eventually everything is going to be under lock, and key, or you'll have to order online. Then when your order comes, someone steals it from your front door. Pretty soon these businesses will have to close, because the thieves have become so brazen.
