i still don't understand why our union ministers refer to India as having a 'Federal' structure. I looked up the word 'Federal' in the constitution soft copy in our government website and was a bit surprised to see the word 'federal' only associated with the courts. Nowhere it says that our constitution or country has a federal structure. Our country is a 'union' of states and not a 'federation'. My understanding is that in a 'Union' structure, the central government has more authority/power over the states and 'federal' structures, the power is distributed between the central and state governments. To the best i know, the word 'Federal' was used first by George Soros who said 'Modi is a threat to the federal structure of the constitution'.
