Russia does a lot of contact tracing, finding a lot of symptom-free people which most countries don't do. It makes Russia's numbers look higher than they would be otherwise. Russia is a top 2 in testing and does more tests per capita than US. Brazil for example doesn't test much but they have very high number of cases, more cases than tests lately, which means they go only by symptoms. Russia on the other hand finds a lot of symptom free people who will never turn to hospitals, and to find them you need contact tracing.
