For the context here, there were some Tamilians in Sri Lanka who migrated there centuries ago. When Sri Lanka formed its democratic government, it suppressed the 18% Tamilians there, by not recognising their language, not allowing them to join schools or have jobs. Due to this oppression for decades, a few Tamilians in Sri Lanka sought to extreme measures. Rajiv Gandhi, instead of working on the root cause of the problem, and instead of demanding the Sri Lankan government to recognise the Tamilians there as their own citizens, he foolishly sent our army to support the Sri Lankan government and curb the Tamilian organisations there. This backfired on him as the Tamilians of Sri Lanka as well as those of india started hating him, ultimately leading to the terror attack.
