Ask me again in a year and I might switch out Hold Your Fire and even Permanent Waves for Caress of Steel and Power Windows because it depends on my mood any given year to me those are the top ten as far as overall quality and keeping me involved the entire record. What a great band. Possibly the greatest band of all time.

If you saw the whole show, you would understand the context of the ranking behind them. It only pertained to the first 9 records. Rush thru Signals. None of the later records were included. It is also of note that Geddy himself has said Power Windows ranks high on his personal list due to song depth and arrangements.
