I did workshops with prop hands and movie makeup years ago, and also have some friends in the business today.
Its not that they can not make prop guns look real. The reason they use them is because they need to shoot blankes which have some powder, but no bullet because they have yet to find a way to make the actor look like they are really shooting. Its the recoil reaction they cant seem to yet duplicate in a realistic way.
On a proper set, it is RIDICULOUS how many safety measures there are for using these guns. In this case, so many things led to this mistake. Like dozens....sadly the armor will be the fall guy (yes, she is the biggest part, but not the only....by far). These mistakes happen when corners get cut, and things get rushed. I think we will find out just how many people are involved and how many issues there were as this unfolds. I have heard so many things, cant wait to see if any make this court room.
