Watch the next episode he corrected the mistake of 'looking for the EQH/EQL prior to 07:00'. He said the EQH/EQL must form from 07:00 and we must not look at anything before 07:00 but rather look for them to form after 07:00

Just to note, he admitted he spoke wrong in this episode. He corrected himself by saying to look for equal highs and lows that form after 7.
Prior ones are still important of course, but for this model it’s only after 7.

What if one of the equal highs froms before lets say 8 and the other high froms in the 8 to 8:30 window does that still count
