as long as you're outside use a propane torch and a putty knife, you'll be amazed how easy that is, the filler will burn a little, and don't overheat one particular area heat and scrape!

That tool looks like it works pretty well to take off the loose stuff. Probably better than a pressure washer.

Id try a nice wide sharp wood chizel. Then belt sand whatever is left

Wear gloves to stick your hands in water, but not when you work with tools chipping of metal. Get some ear pluggings. You'll be hearing that noise for weeks afterwards. And put some saftey glasses on. A piece of that paint chip in the eye will hurt severely.

Try heating the Bondo with a heat gun or torch to soften it a little... Should just peel off with the Rockwell...|
Cutting those welds and nuts a thin cut-off blade for angle grinder would be much quicker and efficient.

Save your lungs and time and bring it to a somebody with an industrial sand blaster, there are a few places in Birmingham. I’m digging the Jeep 🤘🏼

Wonder if a small needle scaler would work using a regulator to control it so not to damage the metal to bad. Just keeping it on the body filler. Your going to have to use a thin layer of filler anyway when prepping for paint. And also with thick coats of primer should cover any damaged area's.

I would think a wire brush tool for your drill would work a lot better... but maybe you already tried that.
