Would you rather have consistent 19k+ dmg per shot, or inconsistent shot of 12.9k with 25% chance to do quadruple damage. I choose the 2nd option and here is the result, even with 25% crit it crits pretty often with spam. No ammo? That's what Kulstar ammo mutation is for.
