Nothing "falls back" on a department even if a cop shoots an innocent person in the back in broad daylight in front of a hundred cameras and a group of nuns, what could possibly happen to the department if a bystander is hurt because of not wanting to leave an area?

FYI. Here in WA state when making a traffic stop of a felon there are rules. For every felony there has to be an additional cop for safety. My own sister has to have nine police officers to write her a speeding ticket. This could be a dangerous stop. She should be paying attention to the person she pulled over.
