In some versions if the game the quote was re-translated to the more accurate "You must defeat my Dragon Punch to stand a chance." But yeah for a long time in the 90s we really thought Sheng Long was Ryu and Ken's master. Personally it wasn't until I read Masaomi Kanzaki's Street Fighter 2 manga (massively inaccurate to the game lore, but I love it to death regardless), with an early portrayal of Gouken, that I started to realise something was up. But it would still be years before I found out the full story. The world just wasn't as connected as it is now.

I wouldn’t say the quote was ‘mysterious’ tbf. It’s pretty straight forward, he’s saying you have to defeat the dragon before you beat him, i.e: Shoryuken. The thing that took Sagat out of the game in their first fight.
