The death toll from downpours rarely seen in Beijing and caused by Typhoon Doksuri has risen to 11, with 27 people reported missing.

President Xi Jinping issued on Tuesday an instruction on the flood prevention and disaster relief work, ordering an all-out search and rescue of those missing or trapped in floods and geological disasters.

More than 44,000 people were affected in the city’s 13 districts, and 127,000 people were evacuated, according to the government department responsible for flood control.
