In the comic books, there is a code that says "Bill is alive" or something like that. So yes he definitely is back somewhere somehow.

Alex has gone on record to state he only made those “Bill is alive” and the AXOLOTL message in case he wanted to made a comic on the series or something similar, as a fail safe, but then realized he had to let go of the series in the Cipher hunt. He literally said he was burying Gravity Falls in the ground along side Bill

I love this theory. Having Bill who is actually hinted to be very unhappy in the book where we meet the axolotl he invoked the power of ‘says he’s happy he’s a liar’ but then he finds love and joy in a new life with Eda, Luz and Hooty is so amazing to me. And Bill is almost a titan of sorts himself. I think it’s pretty cool of a theory.

The timeline wouldn't fit, King's egg was laid when the Boiling Islands' Titan was still alive, and we know it's been dead for at least a few millenia since life was able to be born from the titan, evolve and develop stuff like language and culture.
But the world Dipper and Mabel live is not millenia before Luz's world.

Here’s the fun part- gravity falls is directly referenced in an episode of Amphibia, and throughout Amphibia and The Owl House, they reference each other, making it clear that they are in the same universe. This therefore could point to TOH being connected to Gravity Falls

If you reverse bill’s final words, before bill says the chant, he spells out Axolotl. In a gravity falls book, a giant Axolotl says he made a deal that if bill is in trouble, he just has to invoke the Axolotl’s name, and he will be put into a different form.
