5 Migration Reforms from the Employment White Paper
The White Paper – Working Future was released on the 25
September. While mainly concentrating on employment and productivity,
the paper has five insights on planned changes for the migration system.
1. New Occupation List focused on highly skilled migrants It observes that:
“Temporary migrants are concentrated in the lower-skilled
a portion of the labour market.” It says that the focus needs to be on more highly skilled migrants. To quote:
“Ensuring Australia becomes the destination of choice for
migrants with in-demand skills can be progressed by replacing
outdated, inflexible occupation lists that do not meet our skills
needs, with an improved new core skills occupation list.”
This sounds like a shorter more focussed occupation list – probably even more concentrated than the current Medium Term list.
There are many references to JSA which is Jobs and Skills Australia – so that is the body that will assist with the new occupation list.
2. Reforms to the migration system to help students better transition out of study into areas of skills shortage. This can be seen with the extended Graduate visas for some health and teaching graduates.
3. The Paper repeatedly states that the Federal Government has a commitment to Preventing the exploitation of migrants This has been a strong focus of the Labour government.
More compliance measures will improve the integrity of the system and will be of benefit to students, working holiday makers, and migrants generally.
4. Reforms to create three main temporary work visas. Reforms to Temporary Visa to include:
The new approach will define three clear pathways for temporary skilled workers:
• a fast, simple pathway for specialised, highly skilled workers to drive innovation in our economy and build the jobs of the future
• a mainstream temporary skilled pathway to bring in core skills, using an improved approach to determining skills needs, informed by advice from Jobs and Skills Australia (JSA)
• further consideration of a regulated pathway for workers with essential skills, such as in sectors in the care and support economy.
5. Refining the Points test.
In addition to points we have already covered, the table says
better targeted skilled migration will:
• Introduce new permanent skilled visa settings, including exploring a revised points test. The points reforms could include more points for skilled partners.
A more granular system in terms of age and points, for example not losing 10 points when you turn 40. There is also the possibility of cuts to regional points.
To announce the White paper, there was a press conference at the Tonsley Innovation District in Adelaide Featureing many Federal and State Politicians.
The Minister for home Affairs Clare O’Neil said: “The migration strategy which will be the first time the country has ever had a strategy that defines our migration system will be released in the coming weeks.”
That sounds promising.
