In order to receive text messages on both phones, I need to have a separate cellular phone number active with my second phone? And if I want to receive the texts to an iPad, would I also need to have the iPad activated with a cell service?

I have a work iPhone and personal one, I only want text from work iPhone to forward to my personal one so I don’t need to carry two phones but when I use forward it always also forward my personal text to my work phone which is annoying, how can Ifix it?
