The little antenna on the helmet that folds down is known as a rangefinder. It's a very common attachment on Mandalorian helmets.

This Mandalorian is an unnamed warrior who appeared in the background of The Mandalorian season 3 a few times. All we really know about him is that he was a warrior who was a part of Clan Kryze and served under Lady Bo Katan Kryze.
