I’ve worked on a lot of campaigns, local state and national, and all I’ll say is the practice of paying supporters/protestors in this sense, is not uncommon. On all sides.

If its staged, I think it would specifically be to give DeSanctus a moment to shine - by yelling at the protestor and saying I will protect your children and on and on - I think its intentional to allow make DeSanctus look strong and powerful....he got a standing O for yelling.
