It scales off 100% AP *and* 100% Bonus AD at minimum. At max charge, its 340% AP and 340% Bonus AD. Riot loves to overshoot with new champions.

I think they should make it easier to land but with less ap ratio, it's almost impossible to land in a fight against enemies with reasonable mobility

You can literally never miss on point blank. Pair it with her ult or literaly just flash and you'll land it all the time, unless your enemy is faker who can react in 0.2 seconds

nunu deals more damage. Briar E deals a Max of 660+340%, while Nunu deals a max of 1125+300%.

If I'm not wrong, her ult also has AP scaling. Meaning, she has a global Vex X Fiddle ult

If you let briar get fed enough to build AP and you get hit by fully charged e into a wall you deserve to get deleted at that point.

You say this, but you have to remember that:
1. This ability is the only way for her to stop herself from running under enemy turrets with W
2. It's extremely hard to land the wall bounce without proper setup
3. It has an 18 second cooldown that doesn't go down with level.
It's not as overpowered as you're making it out to be.
