Same case when you're adding 2 scientific notations and one has a negative exponent?

aren't we supposed to round off the last answers after calculations i.e to the least number of digits after the decimal place as per addition rule??

I do not understand which to choose? I understand the exponents have to be made to be the same - but how do you know which to choose?
