This is because in order to increase your render distance in a Minecraft server you actually need to change the view distance in the server properties on the server itself. I do want to note that increasing the view distance on a server will cause the server to use more resources. You may need to increase the RAM dedicated to your server or get a better CPU to handle more chunks being loaded.
The maximum you can set your view distance to on a Minecraft server is 32. So setting “view-distance=32” will allow you to use the max render distance in-game. If lag is a concern, 12 or 16 can be a good middle ground for render distance on a Minecraft server allowing a little bit of an increase while still trying to maintain some performance.
