The Order is a level 1250 Boss in the Hot & Cold Island. You can summon the Order Boss by starting a Law Raid or Order Raid using a Special Microchip bought from the Arlthmetic NPC about 1000 Fragments. The Order Boss drooped items like Zebra Cap, KoKo Sword, and Core Brain.
The Zebra Cap has a 100% chance to get after defeating the Order Boss and the Koko Sword has a 5 -10% chance of dropping.
