Unless the conditions at the bottom of the ocean are anoxic, eutrophication does not sequester carbon _at all._ Currently, there are only a tiny number of ocean basins with anoxic conditions. Dumping fertilizers into the ocean or, indeed, increasing whale populations, will do nothing to sequester carbon. This is nonsense.
