The headline is misleading. The Governor is only saying that local jurisdictions can remove homeless encampment if they want to do so. If they don't want to, they don't have to. He's just reaffirming what the Supreme Court said a few weeks ago.

Qualify to offer my opinion as a chronic homeless senior with an honorable discharge...great idea to remove homeless encampments and clean. Why they return immediately to spot is because no alternative. Where's my private apt. Corruption took it and stole along with pattern harassment. Police brutality and false imprisonment is not the answer. The money was embezzled by the agencies. It's happening to me, and I don't set up camps.

I think we need a bond measure out in California that ends homelessness. It should be called "End Homelessness", 1 Trillion dollar bond. Money is just a social construct anyway so i say 1 Trillion. Californians, you in? Getter Done!
