if i was the operator, i'd ask if it was a prank per se, but in a way that says "err i understand that you are in fear but just so that law enforcement don't mistakenly think you are pulling a crank call, you're not pulling a prank call are ya sir?" and the guy calling gives me a tune of voice that says "i fear for my life" i then inform him to evac the home and that law enforcement is on the way.
