Her talisman actually works like a spell to make her control herself. In anime people slap it on something and its magic is weaker. Like Hanako-kun for example

It's neat because the talismans actually heavily restrict her power to the point she is able to control it herself (though only after also being trapped in amber for hundreds of years). She superficially resembles a traditional Jiangshi, but her talismans don't reanimate her or prevent her from being possessed by evil spirits, they weaken and trap her power; She has "adeptal power" (this translates better as "immortal power"; Adeptus is a translation of a word that means something like "enlightened immortal being" and Qiqi was turned into an immortal herself, not just resurrected by one) which reanimated her. During the Beisht incident she was confidently waiting to eliminate anything that got through the front lines, just like the (other) Adepti, implying her cryo ability is at least as strong as Shenhe's even with the seals on.

In terms of canonical power level _without_ her talismans she is somewhere below Zhongli (as Morax with his Gnosis, who was probably the most powerful being in the world barring maybe Asmoday) and Xiao but above Ganyu and probably Venti (canonically the weakest Archon, who has actually become weaker because he does not exercise power over his nation), like most of the Adepti (Xiao is on another level because he is a Yaksha; However, another way of looking at it is that he is a Yaksha because he is willing to fight without holding back, and it's possible that the others including Qiqi are actually similar in strength). It may not be obvious from how they have behaved so far in the story, but the adepti can entirely reshape the land simply in the process of fighting; The most striking and recently-revealed example is the Chasm. Qiqi herself had to be stopped immediately because otherwise she was going to destroy Jueyun Karst, and probably turn it into Jueyun Plains.
