I think quite a lot of needed in respect of décor, but as another comment stated a lot of potential. Although a light colour paint would definitely improve the look of rooms.

This is a house with potential. A little attention to the gardens would give the place good curb appeal. Opening up the living/dining/kitchen area would make the floor plan more convenient, as would relocating the utility room and w/c to a house extension.
