How to Register for National ID (PhilID) Philippines (National ID Card) PhilSys Nationa ID System.
PSA targets to start the registration for low-income household heads by fourth quarter this year and eventually opening the registration to the general public by 2021. PSA will establish both fixed and mobile registration centers in strategic locations to register the population to PhilSys. Currently, PSA is in coordination with LGUs, government agencies, and private sector to determine these locations. Further updates on the exact locations of registration centers will be released prior to the opening of PhilSys registration. The PhilID will not replace the existing functional IDs that serve other purposes. The PhilID is a foundational ID which serves as a valid proof of identity which would help ease transactions with both government and private sector through easier validation and authentication of identity.

Republic Act No. 11055, otherwise known as the Philippine Identification System Act, aims to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines. The Philippine Identification System or PhilSys (National ID) is the government’s central identification platform for all Filipino citizens and resident aliens of the Philippines.

About The National ID
the National ID Law to streamline the national identification system reducing corruption, enhancing governance, and serving as a tool to keep the public safe. The Philippine Identification System (Philsys) implementation is on the horizon, and the initial registration will begin on October 12, 2020.

What are the requirements in applying for a PhilID?
The applicants are advised to present an original copy of one (1) of the following:
PSA-issued Certificate of Live Birth TOGETHER WITH one (1) government-issued identification document bearing full name, front-facing photograph, and signature or thumb mark
Philippine Passport issued by the DFA
Unified Multi-Purpose Identification* (UMID) Card issued by the Government Service Insurance System (GSIS) and Social Security System (SSS)
Valid LTO-issued Student’s License Permit or Non-Professional/Professional Driver’s License
The full list of accepted documentary requirements can be found at the back of the PhilSys Registration Form. Applicants without documentation may be registered through the Introducer-Based Registration.

The PhilID is free of charge for the initial issuance for Filipinos. Fee shall only apply for the replacement of the PhilID due to damage or loss. Holders of Certificate of Indigency are exempted from the said fee as long as they present their certificate.

The national ID or PhilSys is not just another ID to add to your list of “valid IDs”. Aside from providing a valid proof of identity, the PhilSys is a platform to transform and streamline how services are delivered. The purpose is to establish a single Philippine Identification System for all citizens and resident aliens of the Republic of the Philippines for easier accessibility and application for eligibility to social welfare programs and benefits from the government.

Where to apply for a National ID?
Applicants will have to visit the following offices in their region:

Regional and provincial offices of the Philippine Statistics Authority (PSA)
Civil Registry Office (LCRO) in each city or municipality
Any Government Service Insurance System (GSIS) branch
Any Social Security System (SSS) branch
Any Philippine Health Insurance Corporation (PhilHealth) branch
Any Pag-IBIG or Home Development Mutual Fund (HDMF) branch
Commission on Elections (COMELEC) local or provincial office
Any Postal office (under PHL Post or Philippine Postal Corporation)
Other government agencies or GOCCs as may be assigned by the PSA.
