For those who don't get the punchline at the end:
Goku's dead, so there's a literal bear cruise celebrating.
1) Ox King is celebrating because he doesn't have to spend a fortune on food.
2) The bears are celebrating because Goku beat up a bear in the original Dragon Ball series.
