It's because their ancestors have been eating their precedent titan shifters as we've seen with Maria, Rose, and Sina eating Ymir. In the old days, they just had to be human in order to eat the other human with the titan ability. It's basically Cannibalism. And when they turn into titan, their instinct is to eat humans, because that was their practice and it became a hardwired instinct.

Think of it like this. When titans are controlled by a direct descendant of King Fritz(or that vertebrate word thing), then they can be controlled. Else, they are in they’re default stage, which is to eat another human to claim their titan powers. If the human they are is not a titan then oh well on to the next.
