kOS: New Bill

A big suborbital class-rocket, the New Bill, based on the smaller New Jebediah. I enhanced the code from New Jebediah and added a capsule which can land propulsively. Both the capsule as well as the booster have an enormous target range, the booster's range could be even more improved by adding RCS thrusters at the top to already provide some body lift while the finds are not enough to guide the booster.
The booster is more inaccurate than the capsule, which often tends to overshoot a bit because it does not have such a high amount of torque as the booster, but still is accurate enough to hit the landing target with a ~95% chance. The capsule however has a 100% landing success rate, and hits the target with an accuracy of a helicopter, simply because it has much more time to adjust the landing location.

Next step will be an even bigger, orbital class rocket, with both a reusable upper as well as a reusable lower stage. Gotta get that boostback script to work properly. ;)
