im pretty sure the reason this tuning came to be is not because its a real tuning but rather because of the way tape worked speeding up or slowing down by a tiny amount that would make a tuning difference like this

A lot of 80's bands used this. Almost, not all the songs are a little sharper than Eb or a little lower in standard E. They are in between. It was frustrating to get that exact sound and wasn't sure if you could tune 1/4 step down. I have Floyd Rose tremelo's on my guitars and it's a pain to change tunings. I have a favorite guitar in Eb and it's close to a lot of the bands I play, but like I said Dokken, Ratt, Quiet Riot, and a lot of others are just a little sharp than Eb. The good thing about 1/4 step is that you can play songs that are exactly E or Eb and be close enough so that you don't have to reset your tremolo system.

My guitar is in c# standard but 1/4 step down to definitely recommend trying this in whatever tuning it's awesome!

This is correct. They are tuned 1/4 step down on MOST of their stuff, not all, but most. I think it is 432 or 436 on your tuner. This little bit of detuning does make you sound closer to Ac/DC if you are trying to get their sound.
