इसका बीच का रास्ता हो सकता है कि जो केमिकल्स की बात मंत्री महोदय कर रहे हैं अगर उससे जल में की गुणवत्ता पर नकरात्मक प्रभाव पड़ता है और वह सरकार द्वारा पानी में बहा सकने की अनुमति प्राप्त है तो एक विशेष नियम बनाकर इस केमिकल्स को वहां ना बहाने का प्रावधान करें। इससे सांप भी मरेगा और डंडा भी नहीं टूटेगा। बाकि अधिकारी से इस प्रकार व्यवहार करना किसी भी मंत्री के लिए उचित नहीं है।
