After the lifted increase is this next stitch counted as a knit stitch in the pattern?

My pattern is saying to do this but from 2 rows below? Is this considered 2 rows below? To me it’s one row below? I’ve always know this as a left leaning invisible stitch so my pattern directions have thrown me for a loop. Any help would be greatly appreciated as I’m getting close to this point in my pattern.
