The return of Congress to formal sessions this week was met with a major national effort to force a floor vote in the US House of Representatives on legislation fully repealing both the Social Security WEP and GPO laws. We believe the time for Congress to end WEP/GPO is now! We are calling on Mass Retirees members to contact your local member of Congress and ask that they please sign on to H.Res.1410 – Providing for the consideration of the bill (H.R. 82) to amend title II of the Social Security Act to repeal the Government pension offset and windfall elimination provisions.
Filed on Tuesday, the discharge petition gained the support of 172 House members in just 2 days – including 7 members of the MA Congressional delegation (Auchincloss, Keating, Lynch, McGovern, Moulton, Pressley, and Trahan). Our hope is that both Katherine Clark and Richard Neal will sign on when Congress returns to formal session next week. However, it is standard practice for senior members of the Congressional leadership not to sign on to such measures. The same applies to the Republican party. If your representative has already signed on, please do not contact their office other than to say, “thank you”.
Please note, where the discharge petition is before the House, the US Senate is not involved in that process and Senators cannot sign on.
If the discharge petition reaches 218 cosponsors (a majority of the 218 House members), a House vote on HR82 will be triggered. Per the specific rules of the petition, the bill cannot be amended. The House would have the option of either holding a straight Yes/No vote on the bill as filed or holding a majority vote to return the measure to committee for further consideration.
While this path does not guarantee a successful outcome and comes with risk, we believe it represents the best opportunity to bring needed relief to those retirees now financially harmed by WEP/GPO. After 41-years of talk, the time for Congress to act is now!
