If the government has money, why should the payment of the pension be postponed by extending the retirement period? If retired workers still want to work again, that is the workers' choice, because they are the ones who feel their physical abilities and what jobs are suitable for them. It's possible that the government doesn't have the funds to do anything and therefore takes the workers' pension funds or the workers' pension funds have already been used and there is no more money to pay for pensions that are due.
