does usecallback 's implementation uses useEffect and maybe a Map is created or an id with unique values to store intermediate callbacks. and it only returns the previous callbacks changes as the callback stored in dependency of useEffect and if any intermediate callback is changed, the function do not use the value from Map and uses the value by running the callback and also storing it in map. Am i correct about the implementation of usecallback or not?
