The offensive skin report is supposed to be coming whenever they finally release the very editable spray skins because people tend to pair up sprays with letters or symbols to spell profanities

I can only assume this is for the creative 2.0 aka just some of the game files. Custom skins will be used since all models can be customised down to the rig, so any model can be put in your custom levels or worlds. Yes, this does mean that any amount of inappropriate content can theoretically be put into your game, but epic will most likely have a multitude of different techniques to make sure that no inappropriate maps, games, mods or skins get released. Inevitably, some people will get around this so a reporting system must be implemented, resulting in this method of reporting . Hope this helps clear up and confusion!
