Google Ads: Ad Approved But Not Running (Solution)

Fix for the problem where an ad is approved but not getting impressions on Google Ads. (I am specifically running a YouTube video ad campaign) This solution is a basic fix for a problem where your settings can narrow down the parameters too far and cause a problem finding somewhere to place it. I show the solution for a problem that is not directly covered in Google's help features and not found in the community answers. Let me know if you have any questions in the comments below.

I have a question: I created a new search (sales) campaign for my website that promotes only one e-book. Daily budget as stated by Google ads, Maximize Clicks bid strategy with no CPC cap, open audience, countrywide, and only one phrase match keyword (high intent) in the ad group with 3 excellent quality ads, including relevant extensions.
But in the campaign status it says "Learning bid strategy", with a deadline of 5 days to get even better and still says I don't need to do anything until then. In this campaign the ads don't have clicks, impressions and don't appear in the preview diagnostic tool, don't have quality score data and I'm not being charged for it yet.
Do you think I should wait for the learning period or do you suggest I make another decision?

I just got accepted in the youtube partner program and I can now put ads on my beats, but my ad revenue progress is not showing in my google adsense account, I can only see my ad revenue progress in my Youtube studio, but not in google adsense, it doesn't show anything.
