I think it comes down to there ideologies. Sasuke was able to understand Naruto’s pain and his loneliness whereas Naruto was unable to understand Sasuke because Naruto had up to that point never felt the pain of loss or losing someone he loved. It wasn’t until after all the stuff with jiraiya and pain and the war that Naruto was able to truly understand Sasuke with Naruto’s ideology proving to be superior when Naruto defeated Sasuke.

Naruto lost because he didn’t want to kill sasuke, I think naruto was stronger but his intent to kill was weak and sasuke’s wasn’t, also he made a promise to Sakura to bring him back so he couldn’t just kill him

I think it’s easily safe to say Naruto had more than enough power. We know that the curse mark couldn’t be used for too long because of the dangers, also Naruto power would have kept growing and he would have sprouted more tails, and ultimately have become something that Sasuke wouldn’t be able to handle. Just imagine if that 4 tailed state appeared😭
