Easier done on an Android with a pro mode, which allows you to adjust electronic shutter speeds. You have little control over actual exposure time with most long exposure modes.

This can be done much more simply, just stand along the road and when the car passes, take a photo with a reasonably long shutter speed. If you then move with the car when you take the photo, you will get the same effect

There are also a few gimbal like tools that can be use to keep the phone dramatically more steady

Some will even track a preset point on the vehicle, such as the wheel

A good iOS app is slow shutter cam. Gives you more control over the camera settings

You can also get this effect by panning at the same speed as the car as it goes by. I have some shots of some legend racing with the same effect and I wasn't in a car xD
