FI = Flow Indicator
FE = Flow Element

Two different things.

The thing making the measurement is an Element FE, LE, TE, PE, etc.
The thing displaying the measurement is an Indicator, FI, LI, TI, PI, etc.
If it also transmits to something remote, add the T for Transmitter, FIT = Flow Indicator Transmitter
We can also have Transmitters with no local display, FT = Flow Transmitter
