They’re the same places because in Horton hears a who they have to make noise to survive and that making of noise turned into a tradition. We know this because in the original Grinch movie, the Who’s wanted mostly noisy stuff. That would also explain why in the original grinch movie, he mentioned how he hated all the noise it’s because he has to listen to it all year, not just on Christmas.
