That's wrong information, kaiju number 9 is a kaiju with more than 10 threat behavior, because he is the kaiju who created all the numbered kaiju, while kaiju number 8 is still unknown. Whether he is an artificial kaiju, kaiju number 9 or is his own individual creature, because in the last ep, when kaiju number 9 and kaiju number 8 met, kaiju number 9 said "the legendary" to the kaiju No. 8 is either his code for naming the kaiju he created, or it is indeed the title that Kaiju No. 8 received in the past because his real strength was so great.
